The Employees' State Insurance Scheme was introduced in Gujarat State on 04th October 1964. The Scheme was made applicable to Ahmedabad City and its suburb in first phase and was later on extended to most of the industrialized centers such as Baroda, Surat, Rajkot, Jamnagar, Ankleshwar etc.

As on 31st March 2023, the scheme stands implemented in 43 Centres. There are 34 Branch Offices in Gujarat Region, of which 3 namely Bhavnagar, Ankleshwar and Vapi have been converted into Dispensary Cum Branch Offices (DCBO).

Total 17,01,960 Insured persons were covered as on 31st March 2023 while total number of Employers covered was 93,563 as on 31st March 2023.

Primary care under the scheme is being delivered  through 103 Dispensaries and secondary care through the hospitals runs by ESIC and ESIS.  Tie up services are available with 57 hospitals with 6332 reserve beds. Super specialty treatment is provided to the beneficiaries of the scheme through tie up arrangement made with various hospitals in almost every corner of state, earlier by the State Government and since last few years by State Medical Officer, E.S.I. Corporation.

 Out of 33 districts in Gujarat, 3 Districts i.e. Vadodara, Valsad and Gandhinagar are fully implemented with ESI Act w.e.f . 01st March 2019, 01st April 2023 & 1st April 2023 respectively While 16 districts are already covered to some extent ( R.O. Ahmedabad -10 district, SRO Surat – 02 districts and SRO Vadodara – 4 districts). 

To streamline administration of the Scheme and for the convenience of the beneficiaries/employers, Gujarat region was trifurcated in the year 2000 by carving Sub Regional Offices Vadodara and Surat out of it.

Sub Regional Office Vadodara started functioning from 20th October 2000 and is entrusted with the administration of ESI Scheme in five disricts of central Gujarat viz. Vadodara, Panchmahal, Kheda, Bharuch & Anand. The disbursement of Cash Benefits to the Insured Persons is being met through its 8 Branch Offices.

Sub Regional Office Surat started functioning from 13th November 2000 and there are three districts namely Surat, Navsari and Valsad under it's jurisdiction. The disbursement of Cash Benefits to the Insured Persons is being met through its 4 Branch Offices.
